Tall, overcrowded buildings. Cramped apartments. Filth, sickness, sorrow and despair. These are the signs upon the corners that proclaim this to be the Citizen's district. This, mostly human, area of the city is the dark side of the Ways of Water. The peasants, beggars and downtrodden have all ended up here, crowded together in tall, filthy tenements or small wattle hovels. The bulk of Il Senso's population resides here, and only the constantly high mortality rate brought on by sickness, crime and suicide keeps this district from being overcrowded to the point of unlivibility.

Many of the people here are good at heart and seek only a second chance or a lucky break to raise themselves from the depths to which they have fallen but luck and chances are few and far between these days.
